Hairdressing and Barbering Industry Regulatory Review – Final Report – May 2025

Outcomes of a regulatory review of the hairdressing and barbering industry have been announced. 

Cabinet have accepted all recommended changes to the regulations, which date back to the 1980s. From 1 July, decisions about the spacing of salon seating, brightness of lights, whether refreshments are offered during service and if dogs are permitted in salons, will all rest with individual business owners.

The government will be updating hygiene and sanitation guidance once the new rules are established in July and will be monitoring the effectiveness of the new changes over the next two years.
