What do HITO fees cover?

Who is a funded vs. non-funded learner?

  • A funded learner is an employee who is a New Zealand citizen or permanent resident.
  • A non-funded learner is an employer, or an employee who is a work visa holder.

Refunds

  • HITO fees are non-refundable.

All HITO fees are in New Zealand dollars (NZD) and are inclusive of GST.

Apprenticeship Fees

Funded Apprentice
Employee

HITO funded apprentice fees are $1,586 for each year of your apprenticeship.

Total fees for each funded apprenticeship are:

Hairdressing – 3.5 years: $5,551
Barbering – 2 years: $3,172
Beauty Therapy – 2 years: $3,172

Funded apprentices may be eligible for the Government’s Fees Free initiative. To check your eligibility, visit https://www.feesfree.govt.nz/.

If you are not eligible for Fees Free, between 1 January 2023 and 31 December 2023, the New Zealand Hair and Beauty Industry Training Organisation Fund may cover your 2023 training fees. To find out more about the 2023 fund, visit https://www.hito.org.nz/2023-fund/.

If your apprenticeship goes beyond 31 December 2023, you will be required to pay your annual training fees from 1 January 2024 until the end of your apprenticeship.

Invoicing for 2023 Apprenticeship Fees

From January 2023, all learners will be sent an invoice for their apprenticeship.  HITO invoices are generated annually and cover a 12-month period, starting from the learners start or anniversary date of their apprenticeship. The invoices will cover part of 2023 and part of 2024.

Most HITO apprentices are not required to pay fees in 2023, as they will be paid by either the Government’s Fees Free scheme or the New Zealand Hair and Beauty Industry Training Organisation Board 2023 Fund.

However, learners are required to confirm their Fees Free status in order to determine whether their 2023 fees will be paid by the Government’s Fees Free scheme, or the New Zealand Hair and Beauty Industry Training Organisation Board 2023 Fund.

Once the learners Fees Free status is confirmed, the invoice will be updated to reflect the fees that are covered for 2023, and the outstanding fees amount for 2024. Note: The Fees Free amount for learners who have not used any of this allowance previously will cover 2 years of an apprenticeship.

If not covered by the Government’s Fees Free scheme, as the 2023 Fund only covers the calendar months of 2023 (January-December), HITO apprentices will be required to pay fees from 1 January 2024. The outstanding fees amount for 2024, as indicated on the learners invoice, is not required to be paid until 2024. Further instructions about how to pay will be released in late 2023.

Non-Funded Apprentice
Employer or employee on a work visa

HITO non-funded apprentice fees are $5,085 for each year of your apprenticeship.

Total fees for each non-funded apprenticeship are:

Hairdressing – 3.5 years: $17,795
Barbering – 2 years: $10,170
Beauty Therapy – 2 years: $10,170

Non-funded apprentice fees can be paid in 5x instalments for each year of training or paid in full for each year of training (a 5% discount applies to full payments for a HITO apprenticeship programme).

From 1 January 2023, work visa holders are no longer able to access domestic (funded learner) fees. New rules in place by the Government mean that any new learners, who hold a work visa, are required to pay the full, non-funded fees amount when signing in to an apprenticeship programme. Please note: there is an exception for special Ukraine visa holders.

Qualification by Experience Fees

Funded Qualification by Experience
Employee

Qualification by Experience funded trainee fees are $1,005.

Qualification by Experience fees must be paid at the time of application.

Non-Funded Qualification by Experience
Employer or employee on work visa

Qualification by Experience non-funded trainee fees are $2,030.

Qualification by Experience fees must by paid at the time of application.

New rules in place by the Government mean that any new learners, who hold a work visa, are required to pay the full, non-funded fees amount when signing in to a Qualification by Experience programme. Please note: there is an exception for special Ukraine visa holders.

Other Programme Fees

Makeup and Skin Care

Makeup and Skin Care funded trainee fees are $1,525 for the entire programme.

Makeup and Skin Care non-funded trainee fees are $5,085 for the entire programme.

Makeup and Skin Care fees can be paid in 6x instalments or paid in full (a 10% discount applies to full payments for the Makeup and Skincare programme).

Advanced Cutting

Advanced Cutting funded trainee fees are $1,005 for the entire programme.

Advanced Cutting non-funded trainee fees are $2,540 for the entire programme.

Advanced cutting fees must be paid at the time of application.
